What if their lineage is hidden because someone hybridized RG and BA geneseed in an attempt stabilize the BA seed and get rid of the flaws?

 

blood-blood angels. Ravens- raven guard.

they have a bit heavier psyker presence like the BA tend to. The steal :cuss:, very sneaky like raven guard.

Seems a bit low hanging fruit to have them hybridized from those two Chapters but it works from a logic point of view.  You could maybe drop them into the Cursed Founding if we could work out a suitable ‘curse’.  I’m not sure kleptomania would qualify as a curse.

GW has historically been big fans of low hanging fruit to be fair.

I would feel like someone didn't know who Fabius Bile was.  Neither of those geneseeds are thought of as the go to for "stable". 

 

And its unnecessary - if you really wanted to argue where the Blood Ravens came from the "best" answer is they're to the Raven Guard as the Black Templars are to the Imperial Fists.  Sigismund is another less iconic incarnation of Dorn.  Angelos is another less iconic version of Corax - who was a psyker and more well known as sneaky.  You can do the same with Blood Angels by themselves with Sanguinius being more well known as a psyker vs sneaky
