That is exactly the way it works. They can't be given heavy or paired weapons, but no rules against them actually using them. The mount has the weapon therefore they get to use it that way.

 

As for the quad, the rules cover the additional crew member by making the weapon, harpoon or heavy bolter, Independent.

 

So there isn't actually another crew member in the rules. He's just an independent weapon system.

I agree wholeheartedly.
It just seems a little 'messy' to me and that the Mounts rule feels like it should have an additional sentence something along the lines of 'All Mounts with inbuilt weapons follow the rules for vehicles when shooting'

 

Fortunately, it will take me that long to re-arm my gangs that it will be quite a while before I get around to using Mounts, so hopefully they'll clear it up by then

Certain weapons are on the mount, not the fighter. The meaning is that the fighter cannot be riding their mount, and carrying a separate set of paired or heavy weapons like a lascannon or heavy stubber. They could use those weapons if/when you run them unmounted, on their unmounted fighter card.

 

An independent weapon fires with no input from the fighter. i’d have to double check but still think they fire only if you declare a shoot action. However they have their own bs, and do not need to fire at the same target as the fighter does. They fire in addition too whatever weapon the fighter fires. (An orlock on a quad can shoot an autopistol, the independent weapon will fire also)

 

Side note pleased with the pricing of the journals, $35 msrp is affordable even without considering any lgs discount

Yeah, $30 for 50 pages is perfectly acceptable, and I may actually buy all of them instead of just one or two. 
really hoping we get Van Saar and Delaque soon.
