The problem is scale. The 40k "Heroic" scale with the over sized weapons and other equipment doesn't look all that great next to LotR models.

 

Even when Warhammer Fantasy was still a thing, I tried bolstering my Empire army with models from Gondor and they didn't even work out how I like.

 

As has already been said, they're a slightly smaller scale (relative to models produced at the same point in time), but they're also "correctly" proportioned, instead of the "heroic scale" that GW uses, which emphasises certain things (heads, hands, weapons) by making them bigger.

I'm nor sure that LotR models would be a good fit for Chapter serfs, as the Chapter equips their forces with some pretty decent kit.

 

If you wanted hangers-on for Imperial Knights, I could see LotR models working... but at that point I'd just use Warhammer Fantasy/ToW/Sigmar/Mordheim/Underworlds/CursedCity models.

These would be baseline serfs. Sergeant Majoris will have the buffs and stratagems. Swords are fine since they're cheap and easy to reproduce on keep worlds.

 

Just remember, it's up the the Serfs to defend the world against attack when the Marines leave to go crusading.
