Slows time: https://wh40k.lexicanum.com/wiki/Tempormortis (this is heresy which is written into it's name)

Archotech (DAOT?)

Maybe the Dark Angels I can see, but every chapter with a Judiciar would seem more for balance. I also wonder if unlike other archeotech being used by the space marines if this is just too flagrant of use. Like here's my archeo tech special powers, the optics of that going into battle as opposed to other relic weapons that basically just serve a utilitarian purpose.

Or is this just the same for all DAOT in the hands of space marines, canonically awkward, but fun for games?

No, the Imperium has always had stasis tech. Stasis fields are commonly used for things as common as food preservation. It has long been weaponised too with stasis grenades existing in lore (they used to exist in game in 1st/2nd editon). Dark Angels get a scaled up version in a stasis bomb. Imperial temporal manipulation technology is crude compared to the that of the Necrons but they do possess some.

I hear there was even some guy who spent nearly 10,000 years in his own stasis field as some sort of crypt/monument.  Is it still archaeotech if its been around for 10,000 years?

The problem is mainly in the name 'Tempormortis' to kill time litterally is heresy.

How in the hell is "To kill time" Heresy?

That is a perfectly normal English phrase in faux Latin to make a funny pun/joke, like a lot of 40k stuff.

Edit: Also "Tempormortis" would be more accurately translated as "Time of Death".

Isn't that what Tzeentch does? https://wh40k.lexicanum.com/wiki/Lord_of_Change

The greatest Lords of Change are known as Exalted Lords of Change. Duplicitous, manipulating and possessing knowledge spanning every time and realm of existence, Exalted Lords of Change ensure the Changer of the Ways’ schemes are carried out as intended. They are foci upon which fate turns, terrifying mutators and bewildering magisters far beyond the ken of mortals.[19]

Nothing is more pleasing to a Lord of Change than to break open fate and re-shape it, be it by manipulation of individuals or direct action. Even without access to Tzeentch's knowledge of fate, they are said to be deeply intelligent and understanding of life's mysteries.[1]

“Tzeentch is not content to merely observe the fulfilment and disappointment brought by the passage of time. He has his own plans: schemes which are so complex and closely woven that they touch the lives of every living thing, whether they know it or not.”

Ahriman: Sorcerer — John French

“To predict the future is not to try and see one leaf on the tree — it is to see a forest, and find one tree, and on that tree to find one leaf.”

Inquisitors of the Ordo Chronos were particularly concerned with the effects of time distortions that could lead to a disruption of the proper flow of time due to unintended interventions in the past. Such actions are deemed as interference in the fate of Mankind and against the will of the God-Emperor. Over the course of centuries, the Ordo Chronos expanded their mandate to relate to all forms of temporal phenomena and include other such events that might be a deliberate attempt to interfere with the flow of time.[1]

The manipulation of the laws of time, Chronaxic manipulation, is one of the prime bans.

As mentioned previously, the Tempormortis is stasis tech. Same principle as the coffin that kept Bobby G alive for 10k years after his Heresy era shanking.

It's just shaped like an Hourglass and called "Time of Death" in faux Latin to be edgy.
