Well I am still writing the mission and discussing with @The_Oni_of_Hindsight we decided that the Imperial Side (Rescue Team) will get 3 twin Heavy Bolter Tarantulas and a twin lascannon tarantula that will have BS 5+, No movement, T 9,  SV 3+, W 10, LD 7+,  OC-, Tarantulas are automatic disabled in melee. Heavy Bolter Tarantulas can only engage targets they can they hurt on 4+ or better. Twin Lascannon Tarantula and only engage monsters and vehicles. 

I did prime the Governor and Imperial Citizens.
