How was Nostramo allowed to degenerate so?

Sorry, but that's not correct:

The Imperium did subsequently transform Caliban by paving down its forests, creating arcologies, manufacturing centers, and the recruiting and training headquarters of the Dark Angels Legion.  In doing so, it almost certainly eliminated a great deal of the other dangers that made it a Death World (poisonous flora, dangerous fauna, etc.).  The Great Beasts had already been destroyed, though.
