The Red Grail is not only on the charge.  Corbulo is always I6, due to the grail, 7 if he is the warlord.  Then an additional +1 on the charge!

 

I thought Corbs rule said that it specifically doesnt stack with red thirst?

 

 

I believe it says it doesn't stack with the Blood Chalice actually, I don't think it mentions Red Thirst.
