I guess there would be every major type of armour from chainmail through to full plate, all the way to Thunder Armour and maybe a suit of each mark from then onwards.

I'm not sure about that – my interpretation is that it's things that become iconic to the human psyche: one-off inventions rather than the gradual improvements. For example, while a bow might be included, it'd be an iconic bow like a Mongolian recurved bow or Welsh longbow (which did something unique and entered mythology) rather then a rack of every sort of bow ever made.

 

If you think of armour, you might get (say) a Hoplite's shield or a set of mediaeval plate; not a room full of every type of armour.

 

That's just my interpretation, though. :)

I suppose the hall of victories is just for artefacts that changed the course of human history. The Emperor, or more likley the Sigilite, will have their own personal armouries, galleries, and library's as well.

The wheel, the first transistor radio, the worlds first nautical navigation device, or 'flyer 1' which the wright brothers first used in test flights, plaque from auschwitz maybe? Remembering the evil in man? These should/could be there.

Similar to the code of Hummurabi and the manga carta, there must be a copy of the napoleonic code. This forbade privileges based on birth and specified that goverment jobs should go,to the most worthy, among other things.
