It would seem to be GW's intent as the parts are right there on the Ravenwing sprue. It's easier to go from bikes to land raiders than it is to go from bikes to combat aircraft. And yet, a lot of real-life pilots ride motorcycles when they are not flying. Few, if any, are qualified or experienced in operating a tank.
