Do for Chaos what Primaris did for Marines. Push the story forward and get a new range of models that are more commonly a mix of Demon and Marine. Push the Warp to its edges in the new range. The problem is there are already primaris that haven’t fallen to chaos, and just in general there’s no way random marines falling here or there have been enough to replenish their numbers, so the large scale falling of primaris covers that angle.
