Maybe im not understanding what your saying but the special ability triggers during your opponents charge phase and has no other restrictions other then normal Engagement and 3" rule.  

A good combo I spotted for my White Scars:
Bladeguard + Kor'sarro Khan + Stormshield Lieutenant 

Kor'sarro gives the unit [Lance] for +1 to wound on the charge and their pistols [Assault].

Lieutenant lets the unit shoot and declare a charge after disengaging so you can keep getting [Lance] every turn. He also gives the unit [Lethal Hits].

Bladeguard lets the unit re-roll 1's to hit or re-roll 1's on their saving throw.

 

So on the charge with a full unit you're getting 29 Str 5 attacks with AP -2 Damage 2 with [Lethal Hits] & [Lance], hitting on 3+ while re-rolling 1's to hit.
Then Kor'Sarro gets 6 more attacks hitting on 2+ while re-rolling 1's and with [Devastating Wounds][Lethal Hits][Lance] [Precision].
On your turn you disengage, shoot pistols and do it again.

Not technically new but an interesting one that crossed my mind is Inquisitor Greyfax leading a squad of Sternguard.

 

She gives her unit Anti-Psyker 4+ on all their shooting while the Sternguard have Devastating wounds. That means against Psyker units they will be inflicting Devastating Wounds on a 4+ which is pretty tasty. Slightly specialised but a lot of tough Chaos and Tyrannid units have the Psyker Keyword making these guys unexpectedly powerful.

Unfortunately this combo doesn’t work as inquisitors can only lead battleline units.

So if you were using Assault Bolters do the Sustained hits stack? Or is it only useful for Plasma?

Good catch. This might be the secret sauce that gets me painting my new 10 man squad that keeps disappointing me. (Plus I've always loved Greyfax since her introduction and have the model painted!)

 

D'oh! I just looked her up. She can only lead Battleline Infantry.

Well, an alternate way to do this is to attach Greyfax to a squad of Deathwatch Veterans (who are battle line).

 

They can all be given "Long Vigil ranged weapons," which are basically Combo-weapons, and have anti-infantry 4+ and Devastating Wounds already. In rapid fire range, that means that a full squad gives you 20 shots, all of which auto-wound/do Devastating Wounds against Infantry and Psyker units on a 4+. While still no help against Vehicles or non-Psychic monsters, they still can do some serious damage to their preferred targets.
