Here's the concept:

A  Blood Axes Kommando kills the Staff Commissar and replaces him.

As he is a better fighter now and doesn't execute people as often, the Guardsmen pretend not to notice.

I just need help making this a reality. How should I go about building this Ork?

I went to Kromlech because I bought an orc commissar from them once to adorn my Stompa.

I was looking for this:

...but now they do this warchief too:

Probably harder to get away with the gag, but damn, that's a cool mini. I wouldn't mind rolling that into my Blood Axes.

The hat alone on the Warchief could work in converting my own Ork Commissar.

The only other hat I could think of would require some cutting (the one that comes with the Ogryn kit).

I'm also contemplating the Tempestus Scion great coat. Not sure if I can make it work with an Ork body...

For my Traitor Guard Commissar, Enforcer Greenklaw, I just used green-stuff to make him a greatcoat.

 Great army.

I love all the conversions.

To me a great force is one that doesn't look like it was made right from the box and assembled according to the instructions.
