They are simply datacards that you can add into your existing supply of datacards (That may or may not be correct themselves, based on changes that have happened throughout 10th's life) that you have from 10th edition to keep a continuity for the people who like using the datacards. There will, ostensibly, be newer datacards released alongside the codexes, as it appears that GW likes these cards for players to have as a quick reference. If lootaz are removed, it wouldnt be shown on this datasheet because they are still in the currently valid codex that these datasheets are meant for, the removal would be shown when the codex releases later this year. This is the same as Enginseers being able to lead servitors in the index, but not a couple of months later with their codex when they where removed. ( the removal from the store already happened, and servitors where also removed from the spacemarine codex earlier ( I dont know about their index, I was too late to download the spacemarine and tyranid ones).) Every codex since then removed servitors from the available units, but armies with index rules kept them until the codex rolled around. ( last one being grey knights, 2 years after servitors where all but removed, even if by then they had returned in a new admech-exclusive form through kill team.) So, I would expect the power claw to be very similar to that on its existing profile - the kustom choppa just seems to be a slight glow up (+1 A) to the existing big choppa, so presumably it will replace that. The +1 hit is intended to buff his squad, not him - though if the power klaw remains 3+ to hit, it does benefit him there.
