IIRC it was the 8th ed Wolves codex they did that with; did more playtesting after English version was printed and issued a Day 1 pdf download for the warlord traits or detachment rules

So I don't have a horse in the race personally, but in response to a few comments:

 

Ghaz is considered a primarch level model and went t6 to t10 this edition. So maybe not to tougher than a primarch, no.

 

Armour is evidently being used to reflect toughness values this time around, so that might help explain it.

 

There is clearly a balance pass between printing and release, this is why some units for orks had point adjustments until the 11th hour, maybe the reason the points aren't printed. So I can see them being with playtesters for point tweaks.

 

But they want factions to live a factions power fantasy, this would do it for custodes. Slap a 10-20% increase on and we're good as per other books.

Don't buy this tbh (I think T6 with T7/8 for Terms is more likely) but if it's true it's interesting. 

Conversely I can't imagine intercessors wounding a custode on 4s is going to be desirable for the design team.

 

That and there is the a man is to an astartes, as a marine is to a custodes.

 

A man wounds a marine terminator on 6s now, so a marine wounding a custodes terminator on 6s would be poetic.

While I have no doubt believing that they have an interest in figuring out what to "patch", I obviously don't believe that they print the codex before playtesting (and neither should anyone else). If this rumour is anything but made up, there's obviously some mix up with the wording.

Why not both? Test, print, test? If they're only tweaking points for final balance now it would make perfect sense

Oh, I can absolutely believe they're going to tweak the points (as it seems they do with everything all the time anyway). It was more that some people (and perhaps the rumour itself) seemed to be saying they printed before playtesting, which is very obviously not the way things work.

Those numbers look absurd frankly.

 

"Basic" Custodes probably shouldn't be more than Toughness 6 or 7 ish, otherwise they kinda just stonewall harder than anything else.

 

Only fielded in 3s is an interesting idea but since the new range and the old range both have kits in 5s I think that'd be limited to some termie types at best.
