I think the answer is to do with euthnasia. You are not allowed to get someone to kill you, or something.

 

Vincet the Invunerable went into bar in Ahkn-Morpork, introtuced himself as 'Vincet the Invunerable' and was quickly proved wrong by the locals.

Is it illegal to throw away your own life (by comminting suicide) and not going out to die for the glory of the (false) Emperor at the hands of the enemy? With failed suicide attempts punishable by death?

 

Or doing something stupid (like running in front of you own tanks) in order to get killed and not have to fight punishable by death?

 

Or both?

Ok, Nerberus, your second guess is closer.

 

and @Zhivago; in some states of America it is still a capital offence (ie punishable by death) to attempt suicide. The only one that springs readily to mind however is attempting to jump off'f the Golden Gate Bridge.
