I'm fairly sure what is intended when we are told that all loyalist legions had traitor elements is so we can make some traitors but paint them as a loyalist legion if we want. It's about the little plastic men we're so fond of.

 

Also I find the "Space Wolves are 100% loyal" argument ironic considering Russ' complete lapse in judgement when he was ordered to go to Prospero. He was so captured with the idea that he was the executioner (for lack of a better term, I know all you SW fans hate this expression) that he didn't even question when Horus was all "Hey bro, dad says he wants you to kill Magnus instead of bringing him to Terra!".

 

Killing Magnus would have sealed the Imperium's fate, because The Khan would have likely turned traitor meaning one less loyal legion fighting at the Siege & one more legion keeping Rouboute/The Lion at bay. The primary reason Horus dueled his father was so he could win & end the war before loyal reinforcements arrived.

 

P.S: I'm not saying the Wolves are traitors but they almost caused the death of the Imperium, on accident.

The man who carries a duty as important as being the emperor's enforcer must not make a mistake as foolish as assuming & double checking. I would have expected Russ to know by that point to not trust anyone, the Horus Heresy may not have begun but there was still the 2nd & 11th legions who are an example that even primarchs sometimes cannot be trusted. Russ should have checked with the Emperor himself or have brought Magnus to Terra like he was originally ordered, thus clearing up any confusion about his task.

It's hardly fair to put that entirely on Russ. Not only was Horus completely trusted as the Emperor's chosen representative (remember Dorn's reaction to Garro telling him?), but it was not only Russ there. Constantin Valdor also saw no reason to gainsay the word of Horus. I don't see how this, pretty reasonable reaction, relates to the loyalty of the Wolves. They were deceived, as were the Fists, BAs, IHs and all loyalists for that matter.

 

As for the Scars, I thought that Magnus was initially believed to have died at Prospero. Does Khan specifically find out Magnus is alive in Scars?

Magnus' essence is split by his teleportation trick. I believe he exisits as multiple fragments (some perhaps more substantial than others) following the casting of his spell. The Khan meets one of these fragments on Prospero and shatters it after a rather sad conversation
