Yes, just not for the mainline Firstborn unit (Tacticals). Devastators can use it well, and that will probably be the main use for it. Assault Squads and Vanguard (hah!) could use it (though no good benefit from the Fire Support rule, which is Shooting only) for actual transportation. Maybe Scouts for the 6" Scout move and their Heavy Bolter/Missile Launcher, or even Scout Snipers (no Scout move) to buff their Sniper Rifles.

My first impressions after reading trough the new pointcosts is that "most of it" seems fine.

There are two handful of units that seemingly drew the short stick though:
- Redemptor and Brutalis seems overpriced compared to the Ballistus.
- Regular Dread and Contemptor seems overpriced in general.

- Both variants of Vanguard Vet's seem inferior to their regular Assault Marine counterparts.
- Predator Annihilator just seems inferior to Gladiator Lancers. 
- SS Thunder/Hammerstrike both seem to pay a bit too much for their specialrules. 
- Outriders seem kinda pointless compared to regular Bikers.

- Reivers are still bad but they're a meme at this point.

- Hammerfall Bunker seems quite overpriced. 

Haven't realled checked out the fliers though.

"Dreadnaught Close Combat Weapon" equipped Dreads are pretty much better than the Ballistus right now as it gives them a S12-14ish weapon. 

 

The Reiver gimmick has greatly improved now though.  Its much easier to force and lose a LD test now.  6+ goes to 7+ which is a 50/50 roll and you can force two of them pretty easy, three if you can whoop on the squad but didn't kill it. 

 

As for Lancer vs Anhilator?  It probably is.  The Flat Damage(i.e. the total of +X's) is more for the Gladiator - the Gladiator rerolls more if not on OOM, the Annihilator likely gets an extra D6 on the damage and as such probably gets more output if its on the OOM target. 

 

Outrider vs Bike is a matter of points per model - Outriders get more attacks and more wounds - assuming the points scale correctly it feels like Unit A and Unit A on steroids so I'm not worried about them.

 

The Hammerfall is either way overpriced or way too cheap depending on how easy it will be to place in the new edition.  If you can place it easy, its a bargain at that price with 4 Overwatches that aren't Overwatches per turn.  If you can't place it easily, its overpriced if it costs you a single point.

It is one way to do it but it does overlap with OOM.

There is a bit about rounding elsewhere and it says always round up, so half of 1 remains 1
