I know it's a tired old refrain but going all in on storyline and then having the storyline be endless reruns is beyond silly at this point.

Given that Armageddon has been a war-wrecked hellworld for somlong now, how are there even Armageddonites left to be recruited for the Steel Legion?  Perhaps the reason for the DKoK being so visible here is that the natives don;t actually have a very large population any more.

I actually really like this theory now you mention it. Not like "I want the Steal Legion to die" or something, but imagine the kind of stories you could get out of such a proud and storied people having to get bailed out by everybody else this time. Without that many Steel Legion around, you'd have Krieg, Cadians, random regiments from around the galaxy getting all the glory, while these veteran Steel Legion simply don't have the numbers to really make a difference. Definitely the seeds of some good stories there. 

After the first war of Armageddon Logan Grimnar made off with all the imperial guard that were going to be liquidated by the inquisition. There has been another recent war against the World Eaters there (is that technically 4th war of Armageddon?). It’s quite possible Grimnar absconded with the steel legion remnants again or maybe the inquisition liquidated them. It makes sense that most guardsmen would be off worlders depending on timeline.

Probably the same way that there are still Cadians despite Cadia Prime being blasted in half.

 

The Armageddon Steel Legion is probably recruited from across all the worlds in the Armageddon Sector, not just Armageddon itself.
