It was 8 weeks from the army box to the release of the ork codex so if we expect the same with templars September is plausible as say it’s the 25th then the codex would come 20th of November. The most broken combat characters(e.g. toxin succubus) are made from (unintended) combo of specific WLT/relic/clan traits. EC is a "named" character, has and would have fixed gears option.
